Scott A. Livingston is one of Maryland’s leading State procurement attorneys and provides legal services to government contractors relating to bid protests, litigation and settlement of claims. Mr. Livingston served for seven years as an Assistant Attorney General with the Maryland Department of Transportation. He is the author of the book, “Contracting with the State of Maryland” (Fed. Pubs 1994), and the only law review articles on Maryland procurement law: “Principles of Maryland Procurement Law” 29 U. Balt.L.Rev. 1(1999) and “Fair Treatment for Contractors Doing Business with the State of Maryland” 15 U.Balt.L.Rev. 215 (1986). He was a member of Governor Glendening’s 1996 Task Force on Procurement and currently publishes a quarterly newsletter entitled “The Procurement Report”. In the fall semester of 2000, Mr. Livingston taught an advanced seminar at the University of Maryland School of Law on Maryland procurement law. He is the chair of RLLS’ State Procurement and Government Contracting Group.
