Michael is a member of RLLS’ Government Procurement practice, with experience in bid protests, matters before the Maryland Board of Contract Appeals, contract litigation and local and state government affairs. A graduate of University of Maryland School of Law in 2009, Michael joined the firm as a legislative affairs assistant in 2005 and later as a Government Contracting law clerk. In 2010, Michael and Government Contracting practice chair Scott Livingston authored a summary on Maryland State Procurement Rules and Regulations for the American Bar Association’s Public Contract Law Section.

Michael’s background in information technology, as a former network administrator, provides a unique understanding of issues involving electronic discovery and IT procurement on the state and local level. Michael is admitted to the Maryland Bar and is a member of the American, Maryland State and Baltimore City Bar Associations. Prior to law practice, Michael served in various staff and advisory capacities to political campaigns including Kerry/Edwards ’04.
